Massive construction project ready to start in Swansea
A start date has been announced for construction work on a major regeneration scheme in Swansea. It includes a new 3,500-seat arena and could create hundreds of jobs.
The project is called Swansea Central Phase One, and will start from January 2019. Completion is scheduled for the end of 2020.
The plans include the arena, a digital square, car parking, coastal parkland, residential units and pedestrian bridge across Oystermouth Road.
Swansea council leader Rob Stewart said: "This development – which is a once-in-a-generation opportunity to boost our local economy by over £70m a year – is progressing as planned.
"Swansea Central Phase One will help transform the city and create a superb attraction and destination for concerts, tours, conferences and events."
Stewart said the authority will borrow some cash to support the "transformational" project.
"However, borrowing is at historically low levels and we will carefully phase it – including sums being prudently set aside in reserves to fund future capital expenditure – so as not to place any overall extra pressure on council revenue finances during the life of this council," he added.
"Over time we hope this development will produce extra income for the council which outstrips any repayment."
The arena is also one element of the Swansea City and Waterfront Digital District project due to be part-funded by the £1.3bn Swansea Bay City Deal.

Many construction contractors and clients require contractor staff to hold and display Construction Skills Certification Scheme (CSCS) smart-cards, which prove their qualifications, before allowing them on site.

The integration takes the end-user form of a CSCS “card wizard”. This set of rules allows a company to quickly grant construction contractors recognition by and access to our hardware, such as clocking terminals, turnstiles, and door controllers. The wizard will run one of three scenarios when giving access rights to contractors. These are:
• Contractors who are completely new to the system.
• Contractors whose name exists on the system but their CSCS card has not been entered.
• Contractors who are fully recorded on the system and have used their card at other sites, but are new to this particular site.
For each different scenario the wizard will guide the user through the enrolment procedure. The result is that:
• The contractor’s CSCS card is read (using a USB card reader attached to a Tensor.NET Client PC)
• Details are extracted from the card to update the contractor’s details within the system
• Options such as a company, site, shift group and department are assigned to the cardholder
